Dabei haben die Wissenschaftler auch berechnet, was ein höherer Mindestlohn für den Kreis Hildesheim bedeuten würde. Konkret geht es um den Anstieg des gesetzlichen Mindest-Stundenlohns auf 14 Euro: „Davon würden enorm viele Menschen profitieren. Im Landkreis Hildesheim ginge der Lohn auf einen Schlag in rund 18.600 Jobs hoch. Immerhin werden heute noch in 16 Prozent aller Jobs im Landkreis Hildesheim weniger als 14 Euro pro Stunde verdient“, sagt Matthias Günther. Er leitet das Pestel-Institut, das die aktuellen Mindestlohn-Berechnungen im Auftrag der Gewerkschaft Nahrung-Genuss-Gaststätten (NGG) gemacht hat.
Die NGG Hannover will damit ihrer Forderung nach einem höheren gesetzlichen Mindestlohn Nachdruck verleihen. „Es arbeiten zu viele Menschen zum Niedriglohn. Das muss sich ändern. Ziel muss es sein, die Jobs im Kreis Hildesheim aus dem Lohnkeller zu holen. Der Mindestlohn ist dabei nur die unterste Haltelinie. Wirklich fair bezahlt wird nur, wer Tariflohn bekommt“, sagt der Landesbezirksvorsitzende der NGG Nord, Finn Petersen.
Rückenwind komme dabei auch vom Kanzler: Immerhin habe sich Olaf Scholz für einen höheren gesetzlichen Mindestlohn stark gemacht. „Wenn’s nach dem Kanzler geht, dann soll das unterste Lohnniveau in zwei Schritten steigen – zunächst auf 14 Euro und dann auf 15 Euro pro Stunde“, so Petersen. Die Erhöhung des Mindestlohns sei für die NGG das „entscheidende Signal für mehr Lohngerechtigkeit“.
Nach Berechnungen des Pestel-Instituts würde ein Anstieg des gesetzlichen Mindestlohns auf 15 Euro pro Stunde im Landkreis Hildesheim den Beschäftigten in rund 24.500 Jobs „zum Teil deutlich vollere Lohntüten bescheren“, sagt Institutsleiter Matthias Günther.
Die NGG Hannover macht deutlich, dass es bei der Forderung nach einem höheren Mindestlohn nicht um „Lohn-Lotterie“ gehe. Ziel sei es, die Menschen vor Armut zu schützen: „Es geht auch um mehr, als die Existenz zu sichern. Der gesetzliche Mindestlohn muss reichen, um davon bei einer Vollzeitarbeit vernünftig leben zu können. Vor allem ohne dabei auf Bürgergeld als staatliche Unterstützung angewiesen zu sein“, macht Finn Petersen deutlich. Wer nur den gesetzlichen Mindestlohn verdiene, müsse – immer auf einen Vollzeit-Job bezogen – am Monatsende mindestens 60 Prozent von dem Geld verdienen, das die Gesamtbevölkerung als mittleres Einkommen zur Verfügung hat. Das sehe EU-Recht vor.
Ab Januar wird der Mindestlohn „um lediglich 41 Cent auf nur 12,82 Euro steigen“, so die NGG. Das habe die Mindestlohnkommission gegen die Stimmen der Gewerkschaften bereits im Sommer 2023 so beschlossen. „Dabei müsste er eigentlich schon jetzt in Deutschland bei rund 14 Euro liegen“, sagt Finn Petersen. Das gehe klar aus der EU-Mindestlohnrichtlinie hervor. „Deshalb ist es nur folgerichtig, wenn der Bundesarbeitsminister die Mindestlohnkommission auffordert, die Vorgaben der EU-Richtlinie umzusetzen“, so der NGG-Landesbezirksvorsitzende.
Nach europäischen Vorgaben müsse der Mindestlohn aktuell nicht nur bei rund 14 Euro, sondern bald schon bei mindestens 15 Euro liegen. Außerdem gebe die EU-Richtlinie der Bundesregierung eine weitere wichtige Hausaufgabe mit auf den Weg: „Sie muss für eine Erhöhung der Tarifbindung sorgen. Also dafür, dass mehr Menschen von einem Tarifvertrag profitieren. Auch das muss die Ampel in Berlin dringend anpacken“, so Petersen.
